The quality of materials, and construction processes along with the level of skills determine the overall quality standard of any project. Dampness in walls, leakages, patchy finishes, cracks, uneven surfaces and inferior wiring are some problems that arise in newly constructed projects when quality is not a priority right from the beginning of building works. Apart from this, it is also important to assess the work by regular quality inspections that ensure that the tasks are carried out right the first time around. As Quality Goes Up, Rework Costs Go Down
As the degree of quality control increases, the construction cost decreases – this fact has been observed in a study on the ‘Analysis of Quality on Construction and Construction Cost’ published in the International Journal of Scientific Research and Engineering Development.
With quality control measures in place, the maintenance and rework costs related to low quality go down and result in savings. This underlines the critical role of quality inspections in construction. However, quality adherence generally ranks low on the list of must- dos with construction companies, especially getting quality audited at every stage from Third Party Agencies.

RERA Quality Mechanisms
The Real Estate (Regulations and Development) Act 2016, (RERA) has taken this factor into consideration, making it obligatory for Developers to repair the defects that arise due to unsatisfactory workmanship within five years of construction, free of cost. Maharashtra RERA is taking construction quality very seriously and has proposed a phase wise inspection of projects. These include assessments by independent Third Party Quality Audit Agencies during the finishing stage and prior to handover, helping to safeguard end-user interests. However, by focusing on defect identification and correction after construction, the approach addresses problems only once they occur.
To build right the first time MahaRERA has proposed a proactive quality assurance as its primary objective. With a focus on preventing defects from arising in the first place, this quality assurance will avoid the need for costly rework. Third Party Quality Inspections ensure that high standards of material, workmanship and processes are employed during the construction process, resulting in a defect-free
product that follows stringent quality standards and thus safeguards homebuyers and clients. Hence, in addition to submission of a Quality Assurance Certificate annually, MahaRERA has also proposed a Third-Party Quality Inspection Mechanism for a thorough assessment of project quality during the construction phase.
This is a preemptive move on part of the government that puts timely inspections at the forefront to combat defective construction practices and promote a culture of high quality in the industry. Slated to be a mandatory requirement for builders as the mechanism matures, the Third-Party Inspections would take place at three stages:
– Inspections when the substructure and superstructure are completed.
– Pre delivery when installation and operations are checked.
– Inspections verifying the rectification of defects by the builder.

Quality First Approach
Adopting a ‘Quality First’ approach by including Quality Audits from the inception of the project can save substantial rework costs. Building right the first time, along with regular Quality Inspections identify defects which can be repaired before resulting in serious consequences.
